The first recorded tenants of this simple rental dwelling were Robert J. James, a meat inspector for the U.S. Bureau of Animal Industry, and Jesse J. Phillips, an employee of the city waterworks. The L-plan, wood-frame house exhibits a projecting three-sided bay under a gable roof; a half porch shades the entry.
